The Framework for Progress was designed to support the UN Sustainable Development Goals (UN SDG). Through our work with various public sector agencies and private enterprise, our models have helped people around the world live better lives.

While our initial focus was building citizen-centric city services to support SDG 11, the Framework has been extended to support multiple civil society functions  including improvements in rural lending for business development in Ecuador and Peru, as well as family services for the US states of Oklahoma and Washington.

Using the Framework, organizations can construct a platform-based nodal model of the current operational landscape of business, government, and society. This initial state provides an objective initial analytical reference for current organizational structures, capabilities, and regulatory structures


The Framework delivers an engineered approach to future state design and implementation. Using “Complex Adaptive System” design principles to identify and address relevant opportunities for growth, the framework systematically produces objective change analysis to visualize risk, impact and outcomes.


As a change driver, the framework supports objective decision support in both broad, aspirational change as well as tactical, project-level actions. Applying proven analytic principles, the framework deconstructs high-level strategy and theory into knowable, actionable information.


Across the spectrum of risk management and change, the framework presents a transparent and auditable methodology to inform decision makers, stakeholders and other participants. Through systematic capital planning and risk mitigation, the framework reduces ambiguity by establishing traceability between “Ability to Execute” to strategic and financial decisions.
